Assault warrant served

A Union City man accused of assaulting an electric system worker surrendered himself on a warrant shortly after 11 a.m. Tuesday at the Obion County Law Enforcement Complex.
The warrant charged Halbert B Dodd II, 65, of 1229 Etheridge Lane, Union City, with simple assault in connection with an incident that allegedly occurred Friday at his home.
According to a Union City Police Department report, the warrant was issued following an assault complaint involving Union City Electric System employee Randy Lynch, who reported he had gone to Dodd’s residence to turn off the electric for an unpaid bill.
Lynch told police he did not get an answer at the door and went to the backyard to the meter to turn off the electric, after which time he allegedly heard dogs barking and the opening of a sliding door. Police reported Dodd allegedly let two dogs out and “they came after Lynch,” who was able to get out of the backyard before he could possibly be attacked by the dogs.
According to the report, Lynch told police he went to his truck and Dodd came outside. He said he explained to Dodd why he turned off the electric and he alleged Dodd stated that if he knew he was in the backyard, he “would have let the dogs out sooner,” police reported.
Additionally, police reported Lynch stated that if the dogs were going to attack him, he would have to shoot them, and Dodd allegedly stated to Lynch twice that he would shoot Lynch, according to the report.
